A study of two of the world’s biggest polluters, China and Indonesia, is presented in this article. Plastic pollution poses similar challenges to both countries. This article argues that, in addition to adopting a multi-level, multi-actor approach and implementing targeted regulatory and non-regulatory measures, governance efforts to tackle Marine Plastic Pollution (MPP) necessitate a collaborative approach, with recommendations aimed primarily at the subnational level, the primary source of the problem. Several legal and policy recommendations based on the lessons learnt from the case studies that can contribute to the reduction of the global MPP crisis are presented.
