A decision framework for estimating the cost of marine plastic pollution interventions

The cost of plastic pollution mitigation has received little attention despite a surge in investment. This paper develops a decision support framework to assess the economic, social, and ecological costs and benefits of plastic pollution interventions. Using six cost and benefit categories, the net cost of beach cleanups and waste-to-energy plants was calculated and applied to two quantitative case studies and four comparative case studies, identifying factors that affect plastic pollution costs. Factors that impact the costs and their distribution to stakeholders include the socioeconomic context of implementation, the spatial scale of implementation, and the time scale of evaluation.
