This Regulation lays down the rules for the application by the Union of the CEM for their uniform and effective implementation within the European Union (the CEM are conservation and enforcement measures in force as adopted by the NAFO Commission). These provisions apply to European Union fishing vessels used or intended for use for the purposes of commercial fishing activities conducted on fishery resources in the Northwest Atlantic Fisheries Organization (NAFO) Regulatory Area, as well as activities by third-country vessels under the Convention in European Union waters or territory. Conservation and management measures deal with catch and effort limitations, closure of fisheries, bycatch, mesh sizes, use of attachments and marking of gear, and vessels requirements. Specific measures applicable to sharks are laid down. The regulations contain a chapter that applies to landing, transhipments, or use of ports of Member States by fishing vessels flying the flag of another NAFO Contracting Party, conducting fishing activities in the Regulatory Area.
