A study of two of the world’s biggest polluters, China and Indonesia, is presented in this article. Plastic pollution poses similar challenges to both countries. Besides taking a multi-level, multi-actor approach and undertaking targeted regulatory and non-regulatory measures, this article argues that governance efforts to address Marine Plastic Pollution (MPP) must employ an ‘all hands on deck’ approach with suggestions directed toward the subnational level, where the problem originates primarily. Several legal and policy recommendations based on the lessons learned from the case studies that can contribute to the reduction of the global MPP crisis are presented.
