The Law on Environmental Protection of Vietnam establishes regulations on environmental management, pollution control, and sustainable development. It defines environmental responsibilities for individuals, organizations, and businesses. Key aspects include environmental impact assessments (EIA), licensing, waste management, pollution control, climate change adaptation, and biodiversity conservation. The Law introduces regulations on air, water, and soil protection; strategic environmental planning; and penalties for violations. It also promotes the circular economy, green development, and international cooperation. Compliance mechanisms include monitoring, enforcement, and incentives for sustainable practices. The Law introduces the concept of circular economy through fostering extended producer responsibility (EPR) policy, and highlights the responsibilities of ministries and localities to integrate circular economy in planning strategies, development plans, waste management, and waste recycling. The Law also highlights the responsibility of producers and importers to recycle products and packaging. It aligns with global environmental treaties and Vietnam’s national development strategies.

The marine plastic pollution levels in Southeast Asia are among the highest in the world. To develop mitigation measures in the region, we must increase our understanding of the impacts and risks of plastic pollution on marine ecosystems and their essential functions. In a collaborative effort, an interdisciplinary, international group of experts from Australia, Indonesia, Ireland, Malaysia, the Philippines, Singapore, Thailand, the United Kingdom, and Vietnam developed a research agenda for marine plastic pollution in Southeast Asia, synthesised current knowledge and identified areas for further research. The inductive method was used to identify 21 research questions under five non-predefined key themes, which were grouped according to the following: (1) describe marine plastic pollution in Southeast Asia; (2) analyse its movement and fate in the region; (3) describe the biological and chemical modifications marine plastic pollution undergoes; (4) describe its economic, social, and environmental impacts; and (5) identify possible solutions for regional policies. These research priority areas highlight the importance of better understanding the fate and degradation of marine plastic pollution, as well as the impacts and risks it may pose to communities and ecosystems. Having a thorough understanding of these aspects will assist in supporting actions that are currently hindered by transborder problems, a lack of responsibility, and inaction to tackle the issue at its source within the region. As a profoundly affected region by marine plastic pollution, Southeast Asian countries provide a unique opportunity to evaluate the effectiveness of both high-tech and low-tech solutions and to share insights and actionable models with the rest of the world concerning innovative and socially inclusive changes in marine plastic governance.

Developing country facilities, financial and human resources prevent complete application of sampling, analysis, and observation protocols used in developed countries, necessitating adaptations. Researchers in Vietnam developed and standardised a methodology for microplastic monitoring in sediments and surface waters of 21 environments (rivers, lakes, bays, and beaches) of eight cities or provinces. The concentrations of microplastics in surface waters ranged from 0.35 to 2522 items m⁻³, with the lowest concentrations recorded in the bays and the highest in the rivers. In most environments (47 to 97%), fibers dominated fragments. Microplastic concentrations were found to be correlated with the pressure of anthropogenic activity on the environment, emphasising the importance of identifying the local sources of microplastics in the near future.

This review is focused on marine pollution from marine plastic in Southeast Asia, particularly in the ten ASEAN countries (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam). This paper aims to offer a regional overview of marine plastics research in Southeast Asia. Specifically, this report includes a review of the current knowledge about marine plastic pollution within ASEAN member nations, a review of recent marine scientific plastics research about Southeast Asia, and a review of research interest in marine plastics by international and regional intergovernmental organisations. Several years of research by the National University of Singapore (NUS) have resulted in data and analysis contained in the report on marine plastic pollution in Southeast Asia.Β
